摘　　要：高素质人才队伍建设是开放大学的立校之本,在很大程度上决定着现代高质量开放教育发展成效。文章从现有国家、教育部相关教育改革政策以及国家开放大学发展规划文件着手,分析国家开放大学管理人才与业务人才的角色定位与职责定位,为构建助力开放大学高质量发展的人才队伍提出建议。The construction of a high-quality talent team is fundamental to the establishment of the Open University of China and significantly influences the effectiveness of modern high-quality open education development.This article,based on existing national and Ministry of Education reform policies and the development planning documents of the Open University of China,analyzes the role and responsibilities positioning of management talents and professional talents in the Open University of China and proposes recommendations for building a talent team that supports the high-quality development of the Open University of China.
