高校实验室易制毒、易制爆危险化学品领用和储存的研究

摘　　要：高校危险化学品安全管理是一个很大的命题,是一项系统性管理工作,要从购买环节、使用规范、储存条件、领用流程、回收制度等多个管理角度来分析探讨。本文仅选取高校实验室领用和储存易制毒、易制爆危险化学品过程中出现的一些问题和需要加强和改进的办法进行探索研究。目前,高校实验室易制毒、易制爆危险化学品在领用和储存过程中存在思想上不够重视、概念模糊、台账形同虚设、制度流于形式等问题。本文通过对高校实验室易制毒、易制爆危险化学品领用和储存管理中存在问题的深入研究,分别从提高思想站位,强化重视程度;分类科学存放,规避安全隐患;创新台账记录,压实库存明细;夯实“双人双锁”,落实责任到人;勤于检查清理,盘活储存空间等方面提出了一些切实可行且操作性比较强的办法,供同行专家参考和借鉴。The safety management of hazardous chemicals in colleges and universities is a big proposition and a systematic management work,which should be analyzed and discussed from multiple management perspectives such as purchase link,use standard,storage conditions,receiving process and recycling system.This paper only selects some problems in the process of obtaining and storing dangerous chemicals that are easy to produce drugs and explosive,and explores the methods that need to be strengthened and improved.At present,in the process of obtaining and storing dangerous chemicals that are easy to make drugs and explosive in university laboratories,there are some problems,such as not enough attention are paid to,vague concepts,empty accounts,and mere formalities.Through an in-depth study of the problems existing in the application and storage management of precursor and explosive chemicals in university laboratories,this paper proposes some practical and operational methods for reference by peer experts,including improving ideological position and strengthening the degree of attention;scientifically classifying and storing to avoid security risks;innovating ledger records to consolidate inventory details;consolidating the“double lock”system to implement responsibilities to individuals;and diligently checking and cleaning to activate storage space.
