摘 要:开放大学是适应社会经济发展和人民教育需求的新型教育形态,其办学定位集中反映在章程建设之中。对11所省级开放大学章程文本进行梳理,发现开放大学章程在目标定位上以应用型人才培养为核心,在功能定位上以建设学习型社会为旨归,在内容定位上包含以开放共享为标志的学历与非学历教育,在管理定位上贯彻“统筹—分级”原则发展“互联网+终身教育”。相比其他办学形态,开放大学具有对象广泛、目标多样、方式灵活、内容数字化等特点,面临着办学定位同质化、章程内容偏好工具性、评价方式难以回应办学宗旨等问题。办好开放大学,需要完善章程,回答好开放大学是什么、为什么、怎么办的核心问题,为开放大学高质量发展提供支撑。The open university is a new form of education to meet the needs of social and economic development and people’s education,its school-running orientation is reflected in the construction of the constitution.Through sorting out the texts of the constitution of 11 provincial open universities,it is found that the constitution of open universities takes the cultivation of application-oriented talents as the core in the goal orientation,the construction of a learning society as the purpose in the functional orientation,the academic and non-academic education marked by openness and sharing in the content orientation,and the implementation of the principle of“overall planning and grading”to develop“Internet+Lifelong Education”in the management orientation.Compared with other forms of running schools,the open university has the characteristics of wide range of objects,diverse goals,flexible methods and digital content.It is faced with problems such as homogenization of school-running orientation,preference for instrumentality of constitution content,and difficulty in responding to the purpose of running schools through evaluation methods.To run an open university well,it is necessary to improve the constitution,answer the core questions of what,why and how an open university is,and provide support for the high-quality development of an open university.
