我国公立医院科技成果转化的困境与对策

摘　　要：科技成果转化是科技创新体系的重要组成部分,是推动经济社会发展的重要因素,对提升公立医院经济运行能力和高质量发展都具有积极作用。文章阐述了公立医院科技成果转化的重要经济意义,并从经济意义视角分析了当前公立医院科技成果转化面临的科技成果资产管理不够规范、科技成果转化率较低、内部转化服务管理能力较弱、外部支持体系不完善等主要困境。同时针对面临的困境提出了相关对策建议,包括提高科技成果资产规范管理意识、完善激励约束机制、健全制度和组织建设、加大外部支持力度等,以期对促进公立医院科技成果转化有所裨益。Commercialization of scientific and technological achievements is an important part of the innovation system and a crucial factor in promoting economic and social development.It has a positive effect on improving the economic operation capacity and high-quality development of public hospitals.The paper discussed the important economic significance of commercialization of scientific and technological achievements in public hospitals.Then we analyzed the main problems in the current commercialization of scientific and technological achievements in public hospitals from an economic perspective,such as the unregulated management of technological achievements assets,the low conversion rate of commercialization of scientific and technological achievements,the weak internal transformation service management capabilities and the imperfect external support system.At last,we proposed some countermeasures and suggestions for the existing difficulties,including improving the awareness of standardized management of scientific and technological achievements assets,improving incentive and constraint mechanisms,improving institutional and organizational construction,and increasing external support.We hope that it will be beneficial for promoting commercialization of scientific and technological achievements in public hospitals.
