走进“主战场”:资源依赖视角下地方行业院校的高质量发展策略——以辽宁工程技术大学为例

摘  要:高等教育进入以质量为中心的内涵式发展新阶段,区域经济社会发展和传统行业转型升级亦对地方行业院校高质量发展提出更多期待。地方行业院校作为典型的资源依赖型组织,其办学资源与社会资本的获取与配置成为关键性制约因素。面对环境规制下与母体行业之间的资源依赖关系异化与锁定、计划时期的办学惯性导致的与政府之间的“权力”资源依赖以及资源分布与配置的不均衡性凸显等困境,辽宁工程技术大学主动走进地方经济发展和能源矿业行业重大战略需求的主战场,从资源整合与协同、资源共生以及资源融通的视角出发,实施了“立足阜葫、东进沈阳、西出蒙新、贯通丝路”的新发展布局。As higher education enters into a new stage of quality-centered connotative development,the regional economic development and the transformation upgrading of traditional industries also put forward more expectations for the high-quality development of local industry universities.As a typical resource-dependent organization,the acquisition and allocation of educational resources and social capital have become the key constraints.Facing the difficulties such as the alienation and lock-ing of resource dependence relationship between the parent industries under environmental regula-tions,the dependence of"power"resource between the university and the government caused by the inertia of running a school during the planning period,and the prominent imbalance of resource dis-tribution and allocation,Liaoning Technical University took the initiative to enter the"main battle-field"of local economic development and the major strategic needs of the energy and mining indus-try.From the perspective of resource integration and coordination,resource symbiosis and resource integration,the new development layout of"relying on Fuxin and Hulu Dao,entering into Shenyang in the east,go out of Inner Mongolia and Xinjiang in the west,and running through the Silk Road"has been implemented.
