中国式现代化进程中业余体校建设的历史逻辑、现实挑战与优化路径

摘　　要：运用文献资料、问卷调查、实地调研等研究方法,梳理了相关文献、法律法规及典型做法,系统分析了中国式现代化进程中我国业余体校建设的历史逻辑、现实挑战与优化路径。研究认为:在中国式现代化开局、提升与突破三个历史阶段,我国业余体校建设经历了在顺应竞技体育快速起步与发展中开局、在体制充满活力和物质快速发展中实现了先量后质的提升、在全面深化改革中实现从国家管理到国家治理的突破等历史时期;正面临着县级业余体校规模偏小、传统办学功能导致出口“三低”困境及内外部治理水平不高等现实挑战。结合中国式现代化的中国特色和本质要求,提出如下优化路径:深化体教融合以拓展县级业余体校规模,优化三级一体化训练体系,筑牢体育强国建设的战略基点;优化办学功能以推动转型,解决出口困境,完善青少年运动员全面发展的培养体系;坚持党的全面领导,优化协同治理的体制机制,构建新发展格局以推动高质量发展。By using the methods of literature review and logical analysis,this paper sorted out the relevant literature,laws and regulations and typical practices,and systematically analyzed the historical logic,realistic challenges and optimization path of amateur sports school construction in China in the process of Chinese modernization.According to the research,in the three historical stages of Chinese modernization,the construction of amateur sports schools in China has experienced the historical logic of"starting from the rapid start and development of competitive sports,achieving quantitative and qualitative improvement in the vigorous system and rapid material development,and achieving a breakthrough from national management to national governance in the comprehensive deepening of reform".It is faced with the realistic challenges of small scale of county-level amateur sports schools,the predicament of"three lows"caused by traditional school-running functions,the low level of internal and external governance and the incompatibility with Chinese modernization.Combined with the Chinese characteristics and essential requirements of Chinese modernization,the paper puts forward to deepen the integration of sports and education to expand the scale of county-level amateur sports schools,optimize the three-level integrated training system,and build a strategic basis for the construction of sports power;optimize the school-running function to promote the transformation,solve the export dilemma,and perfect the training system for the all-round development of young athletes;adhere to the Party's overall leadership,optimize the system and mechanism of coordinated governance,and build a new development pattern to promote high-quality development.
