回归以来澳门特区政府参与横琴开发的三重角色嬗变

摘　　要：中国澳门特区政府参与横琴开发是澳门地区特色“一国两制”实践的有机组成,其过程与澳门回归史、“一国两制”下的横琴开发史同频共振,经历了多个历史阶段的变化,其承载的角色也发生相应转型。现有研究多聚焦于横琴开发的特定阶段,鲜少对中国澳门特区政府参与横琴开发的角色嬗变加以历史审视。事实上,回归以来中国澳门特区政府与中央政府、广东省政府、珠海市政府结成了横琴开发共同体,并在“一国两制”下由浅入深地参与横琴开发。立足横向府际合作治理的理论视域,并根据不同时期参与横琴开发的广度、深度、力度和跨度等参与特质的差异,可识别出中国澳门特区政府参与横琴开发的三重角色,即:协商人、协作者和协同方角色。在澳门回归25周年之际,对中国澳门特区政府参与横琴开发的历史过程与角色嬗变进行比较分析,具有重要的理论意义和政策价值。The participation of the Macao China Special Administrative Region(SAR)government in the development of Hengqin is an integral part of the unique“One Country,Two Systems”practice in Macao.This process resonates with the history of Macao’s return and the development of Hengqin under“One Country,Two Systems,”undergoing changes across multiple historical stages,which has correspondingly transformed the roles assumed by the Macao China SAR government.Existing research often focuses on specific phases of Hengqin development,but rarely examines the historical transmutation of the role played by the Macao China SAR government in this context.In fact,since Macao’s China return,the Macao SAR government has formed a collaborative community for Hengqin development alongside the central government,the Guangdong provincial government,and the Zhuhai municipal government,gradually deepening its involvement under“One Country,Two Systems.”Based on the theoretical framework of horizontal intergovernmental cooperation and considering the differences in the breadth,depth,intensity,and scope of participation during different periods,three roles of the Macao China SAR government in Hengqin development can be identified:that of a deliberator,collaborator,and synergistor.On the occasion of the 25th anniversary of Macao’s return,a comparative analysis upon the historical process and role transmutation of the Macao SAR government in Hengqin development holds significant theoretical and policy value.
