基于霍恩-米特模型的退耕还林政策执行偏差及影响因素分析——以宁夏回族自治区为例

摘　　要：运用霍恩-米特政策执行模型,对宁夏回族自治区自2000年以来的退耕还林政策执行情况进行全面分析,分析了导致政策执行偏差产生的多个影响因素,包括政策目标未考虑长期社会经济发展、政策标准存在偏颇、政策资源不足、执行机构间缺乏良性互动、主要执行机构受政绩问题束缚,以及政治、社会和经济环境的巨大变化,并就提高退耕还林政策执行效果提出了相应的对策建议。The Horn-Meter model of policy implementation is used to conduct a comprehensive analysis of the implementation of the policy of returning farmland to forest in Ningxia Hui Autonomous Region since 2000,several factors that contribute to the deviations in policy implementation were identified,such as the policy goals not considering long-term socio-economic development,biased policy standards,insufficient policy resources,lack of positive interaction among implementation agencies,constraints on key implementation agencies due to performance pressure,as well as significant changes in political,social,and economic environments.The interaction of these factors makes the implementation of the policy of returning farmland to forest face difficulties in consolidating the achievements.Considering the above problems comprehensively,the corresponding policy suggestions on how to improve the implementation effect of the policy of returning farmland to forest are put forward.
