浙江异地商会的发展特征与政策启示

摘　　要：异地商会是社会治理的重要参与者,本文以浙江为例,考察了异地商会发展的特征。发现历史地缘成为维系组织的重要纽带,行政关系移植折射出网络化发展态势,去行政中心化彰显经济区位指向,治理机制创新衍生出制度化新渠道,地域性集聚与行业性集聚相互渗透。上述发现,对异地商会登记管理制度的松绑具有重要启示,文章提出了统一注册门槛、统一命名规则、放开分支机构、放开区域商会等政策建议。Cross regional chambers of commerce are important participants in social governance.This article takes Zhejiang as an example to examine the characteristics of the development of cross regional chambers of commerce.Discovering that historical geography has become an important link in maintaining organizations,the transplantation of administrative relationships reflects the trend of networked development,the decentralization of administration highlights the direction of economic location,innovative governance mechanisms give rise to institutionalized new channels,and regional agglomeration and industry agglomeration permeate each other.The above findings have important implications for the relaxation of the registration management system for chambers of commerce in different regions.The article proposes policy recommendations such as unified registration thresholds,unified naming rules,opening up branch offices,and opening up regional chambers of commerce.
