面板Tobit模型分析环境分权和地方政府竞争对碳排放效率的影响

摘　　要：为了提升中国西部地区碳排放效率,优化环境权责在各级政府间的分配,引导地方政府合理竞争,促进区域经济绿色增长和高质量发展,选取2008—2020年中国西部地区11个省份的面板数据,运用面板Tobit模型分析环境分权和地方政府竞争对碳排放效率的影响。结果表明:中国西部地区碳排放效率整体呈上升趋势,表现为平缓的W型变化;环境分权、地方政府竞争与碳排放效率呈正相关;环境分权与地方政府竞争对碳排放效率存在交互作用,随着地方政府竞争程度的加剧,环境分权对碳排放效率的正向效应减弱,当地方政府竞争达到一定程度时,环境分权会对碳排放效率产生负向影响,不利于碳排放效率的提高;控制变量中产业结构、财政分权、城镇化水平有利于提升碳排放效率,研发投入、能源消费结构对碳排放效率有抑制作用。To improve the carbon emission efficiency in western China,optimize the distribution of environmental rights and responsibilities among governments at all levels,guide local governments to compete reasonably,and promote the green growth and high-quality development of the regional economy,based on the panel data of 11 provinces in western China from 2008 to 2020,the panel Tobit model was used to analyze the effect of environmental decentralization and local government competition on carbon emission effciency.The results show that the overall carbon emission efficiency in western China shows an fluctuating upward trend,specifically it shows the gentle W-shaped change.The impact of environmental decentralization and local government competition on carbon emission efficiency has a promoting effect.Environmental decentralization and local government competition have interaction effects on carbon emission efficiency and as the degree of local government competition intensifies,the positive effect of environmental decentralization on carbon emission efficiency weakens.When local government competition reaches a certain level,environmental decentralization have a negative impact on carbon emission efficiency,which is not conducive to the improvement of carbon emission efficiency.Among the control variables,industrial structure,fiscal decentralization,and urbanization level are conducive to improving carbon emission efficiency,and investment in research and development and energy consumption structure have inhibiting effects.
