摘 要:传统的食品安全监管方式已无法适应现代社会对食品安全监管的需求,因此探索依靠现代科技方式进行的食品安全监管方式迫在眉睫。欧盟的食品安全监管始终是可供全球参考的典范,分析欧盟食品安全智慧监管的预警系统、可追溯机制、信息公开制度3个方面,对欧盟典型成员国荷兰、丹麦、法国进行实例研究。欧盟及其成员国通过大数据、云计算和人工智能等手段建立快速预警系统,整合资源、及时通报;采集食品溯源信息,提升信息传递效率;实时分析预警风险,加强食品产业链全程监管。研究欧盟食品安全智慧监管,以期为我国实现食品安全治理现代化提供借鉴。The traditional way of food safety supervision has been unable to adapt to the needs of modern society for food safety supervision system,so it is urgent to explore the food safety supervision mechanism relying on modern technology.The European Union's food safety regulation has always been a model for global reference,analyzing three aspects of the European Union's smart food safety regulation:early warning system,traceability mechanism,and information disclosure system,and launching a case study of typical member countries,the Netherlands,Denmark,and France.The EU and member states have established rapid early warning systems by means of big data,cloud computing and artificial intelligence,integrating resources and timely notification;collected food traceability information to enhance the efficiency of information transfer;analyzed early warning risks in realtime and strengthened the supervision of the food industry chain throughout the process.To study the smart regulation of food safety in the European Union with a view to providing lessons for modernizing food safety governance in China.
