摘　　要：因地制宜发展新质生产力为全国各地结合本地实际推进生产力变革指明了方向。从新质生产力发展路径来看,劳动力跃升引起的技术革命性突破是发展新质生产力的核心要素,生产要素创新性配置是发展新质生产力的关键组织形式,产业深度转型升级是新质生产力形成的重要产业载体。当前,区域协调发展取得新进展,但新质生产力布局仍面临区域发展分化和动力极化现象。因地制宜发展新质生产力需要构建优势互补高质量发展的新质生产力空间布局,在顺应技术指向、人力资本外部性和人口资源环境均衡发展的新质生产力区位要求条件下,新质生产力空间布局应遵循“从实际出发,先立后破、因地制宜、分类指导”的总体要求,利用好新一轮科技革命发展和产业变革的“外部有新”机遇,基于本地产业技术路线相关性,以新技术改造提升传统产业、培育壮大新兴产业、布局建设未来产业不断优化和形成“内部有新”的现代化产业基础。从全局来看,还应为发展新质生产力提供制度保障,发挥好政府作用和市场机制,推动优质生产要素向新质生产力领域流动;完善开放、包容的创新创业生态,统筹推进教育科技人才体制机制一体改革,形成推动全面创新的体制机制。Developing new quality productive forces according to local conditions has pointed out the direction for regional promoting productivere form based on local realities.From the perspective of the development path of new quality productive forces,the technological revolutionary breakthrough caused by labor force’s cognitive skill leap is the core element of developing new quality productivity,the innovative allocation of production factors is the key organizational form,and the deep transformation and upgrading of industries is a significant industrial carrier for the formation of new quality productive forces.Currently,new progress has been made in regional coordinated development,however,the layout of new quality productive forces still faces regional development differentiation and growth polarization phenomena.The development of new quality productivity based on local conditions requires the construction of a spatial layout with complementary advantages and high-quality development,according to location conditions of developing new quality productive forces,which is technology orientation,human capital externalities,balanced development of population,resources,and environment,and following the overall requirements of“starting from reality,establishing the new before abolishing the old,adapting to local conditions,and providing classified guidance”,making good use of the“new external”opportunities of the new round of technological revolution and industrial transformation,based on the relevance of local industrial technology roadmap,using new technologies to transform and enhance traditional industries,Cultivating and Strengthening emerging industries,and layout and future-oriented industries to Continously optimize and from a modern industrial foundation with“new internal”.From a global perspective,the basic institutional system for the development of new quality productive forces should be also provided,making good use of the government and market mechanisms,and promoting the flow of high-quality
