摘　　要：“人民至上”是新时代党治国理政的根本价值取向,体现着中国共产党人一以贯之的价值理念与目标追求,彰显着一个成熟大党高度的理论自觉和实践品格。从马克思主义视域分析,“人民至上”体现着人民观、历史观、价值观和实践观的高度统一。从人民观维度看,“人民至上”反映着中国共产党把人民群众作为一切工作的出发点和落脚点,始终追求人民群众的自由全面发展;从历史观维度看,“人民至上”体现着中国共产党依靠人民群众创造历史伟业,从而发挥人民群众的首创精神;从价值观维度看,“人民至上”彰显着中国共产党推动人民群众在社会主义建设中形成人人尽力、人人享有、人人评价的良好氛围;从实践观维度看,“人民至上”生动展现着一切从人民群众的实际出发,确保每一项决策和行动都符合人民利益的发展要求。“Putting the people first”is the fundamental value orientation of the Party’s governance in the new era,which reflects the consistent values and goals pursued by the Communist Party of China,and demonstrates the high theoretical consciousness and practical character of a mature large party.Analyzed from the perspective of Marxism,“putting the people first”reflects the high unity of view of the people,view of history,view of value and view of practice.From the perspective of view of the people,“putting the people first”reflects that the Communist Party of China regards the people as the starting point and goal of all its work,and always pursues the free and all-round development of the people;from the perspective of view of history,“putting the people first”reflects that the Communist Party of China relies on the people to create great historical undertakings,thus giving play to the people’s pioneering spirit;from the perspective of view of value,“putting the people first”shows that the Communist Party of China promotes the people to form a good atmosphere of everyone’s efforts,everyone’s enjoyment and everyone’s evaluation in socialist construction;from the perspective of view of practice,“putting the people first”vividly shows that everything starts from the reality of the people and ensures that every decision and action in line with the development requirements of the people’s interests.
