残障人士信息排斥的影响因素及多重境遇研究——基于扎根理论的分析

摘　　要：网络信息技术在塑造残障群体现代化生活、促进社会融合与扩展实质自由等方面扮演着关键角色,然而残障人士依旧面临着信息排斥的困境。文章在对50位残障人士深度访谈的基础上,运用扎根理论分析方法,建构了影响因素模型。研究结果表明,残障人士信息排斥受到“能动性-结构性-条件性”因素的影响,具体包括生理条件、信息无障碍支持、网络动机、经济资本禀赋、技术资本禀赋、社会资本禀赋六个方面。基于各因素的影响强度,残障人士进行了“社会再结构”。文章呈现出残障人士在信息社会的多重境遇类型,即游离于网络生活的“圈外人”、缺乏发展性突破的“被动使用者”和充分享受网络红利的“精英用户”,并可以再细分为七类。依据不同类型特点提出的针对性政策建议,有助于提升信息社会残障人士研究领域的学理价值并为相关治理实践提供启示。Information and communication technology plays a crucial role in shaping the modern life of the disabled,promoting social integration,and expanding substantive freedom.However,people with disabilities still face the dilemma of information exclusion.Based on in-depth interviews with 50 disabled individuals,this study used grounded theory to construct an influencing factor model.The results indicate that the information exclusion of people with disabilities is affected by"initiative-structural-conditional"factors,including physiological conditions,information accessibility support,network motivation,economic capital endowment,technological capital endowment and social capital endowment.Based on the influencing factor model and the impact intensity of each factor,the multiple types of situations faced by people with disabilities in the information society were distinguished,namely"outsiders"who are detached from online life,"passive users"who lack developmental breakthroughs,and elite users who fully enjoy the benefits of the internet,and can be subdivided into seven categories.Based on the characteristics of different types,targeted policy recommendations were proposed,which helps to enrich the theoretical value of research on people with disabilities in the information society,and provide insights for relevant governance practices.
