摘　　要：[研究目的]随着新一轮科技革命和创新范式变革的深入演进,标杆孵化器作为连接“硬科技”原始创新和产业化的桥梁,是培育新质生产力的关键环节。通过借鉴海内外标杆孵化器的建设经验,探讨推进我国孵化器转型升级的可行性路径。[研究方法]采取案例分析、实地调研、专家访谈等研究方法,归纳总结标杆孵化器的核心特征、功能定位及未来发展路径,并对海内外典型标杆孵化器的建设路径开展分析研究。[研究结论]在理论和案例研究的基础上,得出标杆孵化器应具备“五个一”核心要素。对标发现,我国当前标杆孵化器建设已取得初步成效,但仍有部分传统孵化器有待向标杆转型升级。结合案例启示,从政府、孵化器、创新创业生态构建三大视角提出建议,包括加强政府部门统筹协调和战略布局、加快孵化器运营模式转型、深化产学研协同和产业链生态打造等具体举措。[Research purpose]As the new wave of technological revolutiona nd innovation paradigm shifts deepens,benchmark incubators have emerged as crucial bridges connecting original innovations in“hard technologies”to industrialization,thereby becoming vital junctures for fostering new quality productive forces.This paper aims to explore feasible pathways for advancing the transformation and upgrading of incubators in China by drawing lessons from the experience and enlightenment of the construction of benchmark incubators at home and abroad.[Research method]Through case analysis,field investigation,expert interview and other research methods,this paper summarizes the core characteristics,functional positioning and future development path of benchmark incubators,and carries out analytical research on the construction paths of typical benchmark incubators at home and abroad.[Research conclusion]Through theoretical research and case studies,this study concludes that benchmark incubators should embody key elements of“Five Ones”.Comparative analysis reveals that while China has achieved initial successes in constructing benchmark incubators,a significant proportion of traditional incubators still need to undergo transformation and upgrading towards benchmark status.Combined with the enlightenment of the case,this paper proposes feasible pathways from three perspectives:government,incubators,and the construction of an innovation and entrepreneurship ecosystem.The suggestions include strengthening government coordination and strategic planning,accelerating the transformation of incubator operational models,and deepening collaboration among industry,academia,and research institutions,as well as fostering robust industrial chain ecosystems.
