有组织科研平台如何高质量发展--基于地方高校国家重点实验室建设的思考

摘　　要：有组织科研是相对于以往松散型、个体化的传统科研范式而言的,是政府系统或社会组织基于推动科学技术发展的目的,多学科、多专业领域协同攻关的集团化科研范式。从组织科研治理的视角而言,高校国家重点实验室作为重大有组织科研平台,具有科研战略目标、重大科研项目、多学科人才组织、科研经费资源、科研管理制度以及科研成果评价应用等核心要素,这些要素是完善我国科技创新体系不可或缺的重要组成部分。高校国家重点实验室在强化国家战略科技力量、优化配置创新资源及提升国家创新体系整体效能等方面扮演着重要角色。其中,地方高校国家重点实验室是国家科技创新体系的重要组成部分,在人才培养、科技创新和学科建设等方面肩负着重大使命和责任,但其目前却存在服务国家战略需求的作用发挥不够、科技创新资源投入不足、组织模式和科研治理创新乏力以及对拔尖创新人才培养重视不够等现实问题。为此,地方高校国家重点实验室要重新明确自身定位、完善对核心要素的治理、重视及加强对拔尖创新人才的培养,以推动有组织科研高质量发展。Organized scientific research refers to the group scientific research paradigm in which the government system or social organization collaborates in multi-disciplinary professional fields for the purpose of promoting the development of science and technology,compared with the traditional research paradigm of loose and individual in the past.From the perspective of organizational research governance,as a major organized scientific research platform,state key laboratories in universities have core elements such as scientific research strategic objectives,major scientific research projects,multidisciplinary personnel organizations,scientific research funding resources,scientific research management system,and evaluation and application of scientific research achievements,which are indispensable important components in improving the scientific and technological innovation system.State key laboratories play an important role in strengthening the national strategic scientific and technological strength,optimizing the allocation of innovation resources and improving the overall efficiency of the national innovation system.As an important part of the national science and technology innovation system,state key laboratories in local universities shoulder major missions and responsibilities in personnel training,scientific and technological innovation and discipline construction.But at present,there are some practical problems such as insufficient role in serving the national strategic needs,insufficient investment in scientific and technological innovation resources,weak organizational model and scientific research governance innovation,and insufficient attention to the cultivation of top-notch innovative talents.To this end,the state key laboratories of local universities should redefine their own positioning,improve the governance of basic elements,pay attention to and strengthen the training of top-notch innovative talents,in order to promote the high-quality development of organized scientific research.
