国际比较视野下中国特色高等教育质量保障体系的构建路径研究

摘　　要：高等教育是拔尖创新人才培养的前沿阵地,而拔尖创新人才是新质生产力的第一要素。高等教育人才培养质量关系到教育、科技、人才三位一体战略的有效推进和社会经济高质量发展的转型升级。高等教育质量保障体系是高等教育发展的生命线,也是人才培养质量的安全阀。基于此,采用历史分析法与比较教育研究法,对美英两国高等教育质量保障体系的架构设计和历史沿革做出全面考察,结合中国高等教育普及化阶段的基本特征,提出中国特色高等教育质量保障体系的构建路径。我国高等教育质量保障体系的构建应强化高校质量保障主体地位和关键作用,促进多元利益相关主体的协同参与,基于人才培养类型多元化推进高校分类评价,构建基于全过程风险管理的高等教育质量保障体系。Higher education is at the forefront of cultivating top-notch innovative talents,the first element of new productivity.The quality of higher education personnel training is related to effectively promoting the trinity strategy of education,science and technology,and talents and the transformation and upgrading of high-quality social and economic development.The quality assurance system of higher education is the lifeline of the development of higher education and the safety valve of the quality of personnel training.Using historical analysis and comparative education research methods based on a comprehensive examination of the architectural design and historical evolution of higher education quality assurance systems in the United States and the United Kingdom,combined with the essential characteristics of higher education in China's popularization stage,this paper proposes a construction path and policy recommendations for a quality assurance system with Chinese characteristics in higher education.The construction of the quality assurance system of higher education in China should strengthen the leading position and critical role of the quality assurance of colleges and universities,promote the coordinated participation of multiple stakeholders,promote the classification and evaluation of colleges and universities based on the diversification of talent training types,and construct the quality assurance system of higher education based on the whole process risk management.
