国家战略科技力量培育与新型研发机构发展——基于嵌入的视角

摘　　要：采取扎根理论研究方法,选取5家新型研发机构为研究对象,构建“嵌入动因—嵌入路径—嵌入成效”的分析框架,研究新型研发机构嵌入国家战略科技力量的行为动因,揭示新型研发机构嵌入国家战略科技力量的实现机制,从管理实践角度提出推动产学研合作的对策和建议。研究结果表明:环境嵌入性和双边嵌入性是新型研发机构组织性嵌入的行为动因,认知嵌入、关系嵌入和社会嵌入是新型研发机构嵌入国家战略科技力量的主要路径,生态系统优化、集聚创新动力、创新要素保障和经济社会效益是嵌入成效。两者嵌入是双方行为动态演化的结果,呈现自组织、自适应、自循环的发展特征,嵌入程度对嵌入成效会产生较大影响,需要在实践中不断调试和优化。Adopting the grounded theory approach,this paper selects five new R&D institutions as the research objects,constructs an analysis framework of"embedding motivation-embedding path-embedding effect"to study the behavioral motivations and implementation mechanism of new R&D institutions embedding national strategic scientific and technological forces,and proposes countermeasures and suggestions to promote industry university research cooperation from the perspective of management practice.The result indicates that environmental embeddedness and bilateral embeddedness are the behavioral motivations of organizational embeddedness of R&D institutions,cognitive embeddedness,relational embeddedness,and social embeddedness are the main paths for new R&D institutions to embed national strategic scientific and technological forces,ecosystem optimization,agglomeration of innovative forces,guarantee of innovative factors,and economic and social benefits are the embedding effects.The embedding of both parties is the result of dynamic evolution of their behavior,characteristics of self-organization,adaptation,and self circulation are presented.The degree has a significant impact on the effectiveness of embeddednes,and needs to be continuously debugged and optimized in practice.
