摘  要:将高校战略规划制定过程视作知识生产过程,以S大学“十四五”发展规划编制为个案,开展高校知识型决策机制研究,从知识角度揭示知识型政策内在属性、决策过程、形成机制,研究发现:高校知识型政策主要包含事实性和观点性两种类型知识;在决策过程中,知识分歧、冲突是事实性知识和观点性知识共识的内在动力,推动政策参与者通过调研、讨论、交流等学习机制,弥补知识差异、转变观念,形成相对准确的共识;政策参与者开展专题调研有利于解决事实性知识分歧,以决策层成员为主体的政策决策者占有整体事实性知识、累积多元性决策经验、具有学科专长有利于解决观点性知识分歧;事实性知识共识过程是接近线性的,而观点性知识共识过程是非线性的。Taking the process of making university strategic planning as the process of knowledge production and taking the compilation of the“14th Five-Year Plan”of S University as a case study,this research carries out a study on the knowledge-based decision-making mechanism of universities and reveals the inherent attributes,decision-making process and formation mechanism of knowledge-based policies from the perspective of knowledge.The findings are as follows:knowledge-based policies of universities and colleges mainly contain two types of knowledge:facts and opinions;In the decision-making process,knowledge differences and conflicts are the internal driving force of factual knowledge and viewpoint knowledge consensus,which encourages policy participants to make up for knowledge differences,change ideas and form relatively accurate consensus through research,discussion,exchange and other learning mechanisms.Thematic research by policy participants is conducive to resolving factual knowledge differences,and policy makers with decision-making members as the main body possess overall factual knowledge,accumulate diversified decision-making experience and have disciplinary expertise is conducive to resolving viewpoint knowledge differences.The process of factual knowledge consensus is nearly linear,while the process of viewpoint knowledge consensus is non-linear.
