资源依赖、资源重组与行政体制改革变迁——基于H省省管县改革调适的案例分析

摘　　要：加强对政府治理资源需求及政府间依赖关系的关注,能够帮助改革者更好地理清改革脉络,审慎应对行政体制改革中的难点问题。本文将资源依赖理论引入行政改革研究领域,对一项地方省管县行政体制改革的变迁缘由进行实证探索。论文在界定政府组织关键治理资源(财政、权威、合法性、编制和区域网络资源)的基础上,刻画省管县改革案例中资源依赖关系重组对焦点组织资源组合状况的重要影响,厘清和阐释催发改革调适的内在机理和关键动因,并探讨有助于提升行政改革效能的一般行动策略。面向进一步全面深化改革的中国式现代化进程,更细致地考量资源依赖关系、精准调配各项关键治理资源,有利于新发展阶段下行政改革系统性、整体性和协同性的优化提升。Enhanced attention to the governmental organization’s demand for governance resources and intergovernmental dependence can help reformers have a beeter understanding of the reform strategy and deal with tough issues in administrative reform prudently.This paper introduces the resource dependence theory(RDT)in administrative reform research,and uses it to examine the causes of major change in a local province-governing-county reform empirically.The study defines the key governance resources of government organizations(financial,authority,legitimacy,establishment,and regional network resources),portrays the vital impact of the reorganization of resource dependency relationships on the resource mix of focal organizations in the province-governing-county reform case,clarifies and explicates the internal mechanisms and key motivations that prompts the reform adaptations,and explores the general strategies of action that can help to enhance the efficacy of the administrative reforms.To further deepen reform comprehensively and to advance Chinese modernization,a more detailed consideration of resource dependency relationships and a more precise deployment of key governance resources are believed to be conducive to optimizing the systemic,holistic,and synergetic nature of administrative reform in the new development stage.
