摘　　要：目的:识别我国突发公共卫生事件应急管理法治困境,为推进相关法治建设提供借鉴。方法:采用文献分析法对突发公共卫生事件应急管理领域的相关问题进行系统地识别和梳理。运用社会网络分析法对问题进行中心度分析和可视化解读。为进一步评估各问题的严重程度,引入了TOPSIS熵权法进行相应的量化评价。结果:TOPSIS熵权法计算结果显示,排名前三位的问题分别为:公共卫生领域上位法缺失(C_(i)=1.000)、法律规范衔接不顺畅(C_(i)=0.911)和应急法律监督体系有待加强(C_(i)=0.597)。结论:完善顶层设计,筑牢公共卫生应急管理法律制度的坚实基础;加强法律规范衔接,确保协同运作;完善应急法律监督体系,确保合法性和合理性,为突发公共卫生事件依法防控提供坚实保障。Objective To identify the dilemmas of the rule of law in emergency management of public health emergencies in China,and provide references for advancing the construction of the relevant rule of law.Methods Literature analysis method was used to system-atically identify and sort out the relevant problems in the field of emergency management of public health emergencies.Social network a-nalysis method was used to analyze its centrality and visualize the interpretation.TOPSIS entropy weight method was introduced to carry out corresponding quantitative evaluation to further assess the severity of each problem.Results According to the calculation results of TOPSIS entropy weight method,the top three problems were lack of superior law in public health field,poor connection of legal norms,and imperfect system of legal supervision of emergencies.Conclusion It is suggested to improve the top-level design and build a solid foundation for the legal system of public health emergency management,strengthen the connection of legal norms to ensure synergistic operation,and improve the emergency legal supervision system to ensure its legality and reasonableness,so as to provide a solid guaran-tee for the prevention and control of public health emergencies in accordance with the law.Author's address School of Health Management,Harbin Medical University,Harbin,P.R.China.
