摘　　要：灾后心理援助是灾害应急救助机制中的重要一环,立足于我国加强应急能力现代化建设的现实要求,本文引入灾后心理援助人员胜任力的概念。在系统梳理胜任力概念及其构成要素的基础上,通过比较各国际组织及主要国家所提出的灾后心理援助人员的核心胜任力,同时结合中国国情及国内外相关文献研究,本文提出了具有“分级”、“分水平”、“分领域”特点的灾后心理援助人员胜任力指标体系,包含个人特质、基础知识、基本技能、专业知识、专业技能、督导培训能力六个方面的金字塔式胜任力关键指标。未来应加强对灾后心理援助人员胜任力指标体系的深入研究与循环论证,并深化对该指标体系的实践运用。Post-disaster psychological assistance is a critical component of the disaster relief system of China.Based on the practical requirements of reinforcing the modernization of Chinese emergency response capacity,the concept of competency of post-disaster psychological assistance workers has been introduced in this paper.On the basis of systematically sorting out the concept of competency and its components,by comparing the core competencies proposed by various international organizations and major countries for post-disaster psychological assistance workers,and combining China's national conditions and relevant research conducted both at home and abroad,this paper has developed a competency framework for post-disaster psychological assistance workers with the characteristics of"grade-based","level-based"and"domain-based".This framework includes six key competency indicators laid out like a pyramid:personal characteristics,basic knowledge,basic skills,professional knowledge and skills as well as supervision and training ability.Future work should focus on enhancing the in-depth research and circular demonstration of the competency framework for post-disaster psychological assistance workers,as well as deepening the practical application of this framework.
