中等强国教育外交行为:西方界说及其超越

摘  要:如何定义中等强国一直悬而未决。西方学界用外交行为倒推中等强国身份的方法充满矛盾。作为一种典型的“利基外交”,教育外交是中等强国的优势领域,矛盾在此尤为凸显。西方将传统中等强国教育外交行为塑造成“典范”,提倡作为“多边主义者”,创建教育合作机制;充当“行业领头羊”,经营细分教育市场;化身“国际好公民”,解决“全球教育危机”。然而,制度结构的多边主义与小多边主义,治理模式的技治主义与垄断资本主义,话语体系的人道主义与干预主义充分暴露西方界说的矛盾。从新“天下体系”学说来看,矛盾的症结是传统中等强国教育外交行为缺乏恰当的世界观。用三个世界宪法性原则加以改善,或许能使其成为定义中等强国的有效方法。The definition of the middle power has always been elusive.In recent years,western academia has been fraught with contradictions in using diplomatic behaviors to retroactively infer the identity of middle powers.As a typical form of"niche diplomacy",educational diplomacy stands out as an advantageous field for the middle powers,where contradictions are particularly pronounced.The west countries have shaped traditional middle powers'educational diplomatic behaviors as"paragons",advocating for being"multilateralists",establishing educational cooperation mechanisms;acting as"industry leaders",managing niche education markets;and embodying"international good citizens",addressing the"global education crisis".However,the contradictions between multilateralism and minilateralism in institutional structures,technocratic governance and monopolistic capitalism in governance models,and humanitarianism and interventionism in discourse systems,fully expose the contradictions inherent in the western definition.From the perspective of All-under-heaven system theory,the crux of the contradiction lies in the lack of proper worldview in the educational diplomatic behaviors of traditional middle powers.Using three constitutional principles of the world can possibly become effective methods for defining middle powers.
