区域高等教育振兴的思路转换与具体策略——以我国中西部为例

摘  要:全面振兴中西部高等教育,是书写好我国高等教育奋进之笔的重要篇章。但是在经济决定论作用下,中西部高等教育振兴却形成了三个发展思路:一是依附式发展,等、靠、要思想较为明显;二是模仿式发展,跟跑东部高等教育发展模式;三是外延式发展,背离了内涵式发展的初衷等固化思路。“经济决定论”造成的制度困境、中西部地区内生文化的驱动、提升中西部高等教育综合实力的价值引领决定了中西部高等教育的振兴应该转换到“提升软实力”的思路上。消除与东部高等教育在软实力方面的差距,需要中西部高等教育在学术评价制度上创造宽松的科研氛围,在学科文化建设上走特色化发展路线,在人才价值的发挥上营造以人为本的软环境。Comprehensively revitalizing the higher education in the central and western regions is an important chapter for the higher education in our country.However,under the influence of economic determinism,the revitalization of higher education in the central and western regions has formed a fixed train of thought,such as dependent development with obvious ideas of waiting,dependence and demanding;imitative development following the development mode of Eastern higher education,and denotative development,which deviates from the original intention of connotative development.The institutional dilemma caused by economic determinism,the drive of endogenous culture in the central and western regions,and the value guidance of enhancing the comprehensive strength of higher education in the central and western regions determine that the revitalization of higher education in the central and western regions is bound to shift to the idea of"enhancing soft power".To eliminate the potential gap in soft power with the eastern higher education,we need to create a relaxed scientific research atmosphere in the academic evaluation system of higher education in the central and western regions,take the characteristic development route in the discipline culture construction,and create a people-oriented soft environment in giving play to the value of talents.
