摘 要:党政干部是社会主义事业发展的重要力量,其后备人才的选拔受到党和政府高度重视。选调生和人才引进是两种主流的党政后备人才招录方式,并不拘囿于传统的公务员招考模式。对选调生和人才引进政策进行整合分析,既有助于全面理解党的人才政策,也能为人才招录和培养提供一般性建议。江苏省名校优生政策在全国具有引领和示范性,但在发展中也面临诸多困境。构建全过程党政干部后备人才管理分析框架,以江苏省名校优生政策为例,对其实施现状、存在问题进行分析,提出优化措施,继而为党和国家选拔培养优秀青年干部提供理论借鉴。研究发现,构建高质量名校优生政策体系需从价值、选拔、培养、保障等四个维度统筹规划,结合本省实际与发展目标,以期形成更具针对性和实效性的政策体系。As a significant force driving the development of socialist undertakings,the selection of party and government reserve cadres has always been highly valued.The two mainstream recruitment methods for reserve cadres are selecting graduates for government service and talent introduction,which are not confined to the traditional model of civil servant recruitment.An integrated analysis of the policies not only contributes to a comprehensive understanding of the Party's talent policies,but also provides general suggestions for talent recruitment and training.Jiangsu Province's policy of recruiting outstanding students from prestigious universities serves as a leading and exemplary practice nationwide,yet it also faces challenges.This study constructs an analytical framework for the whole-process management of reserve talents,using Jiangsu Province's policy as an example to analyze its implementation status and identify existing problems,and subsequently proposes optimization measures.What s more,it aims to provide theoretical reference for China in selecting and training outstanding young officials.The study finds that building a high-quality policy system for recruiting top university students requires comprehensive planning across four dimensions:values,selection,training,and support,while aligning with provincial conditions and goals to form a more targeted and effective strategy.
