On University Think Tanks Serving Local Economic and Social Development from the Knowledge Sharing Perspectives

摘　　要：运用理论研究、实证分析方法,将知识共享知识转化模型(SECI model)引入问题分析中,通过构建高校智库体系各组织间知识共享及转化过程的模型,着力高校智库“隐性知识”“显性知识”及转化对地方经济社会发展这一核心问题,从理论与实践两层面分析其知识共享转化障碍.提出坚持协同发展理念构建知识共享交流“创造场”,通过激发创始场、活跃对话场、完善系统场、拓展实践场,实现数据、人才、技术、资源等要素互联互通.以创新激励考核机制为牵引,培育具有影响力的咨政研究团队;以知识流动增值为核心,畅通“智库+高校+产业”组织机制;以健全工作链条为重点,实现知识创造与增值共享;以成果转化为目标,培育建设一批具有本土化特色的高校智库,产出影响政府决策和社会发展的智慧成果.The core issue of“tacit knowledge”and“explicit knowledge”of university think tanks and the role of their commercialization in local economic and social development were discussed.The knowledge sharing transformation obstacles were analyzed from the theoretical and practical levels.In the analysis,theoretical research and empirical analysis methods were applied,and the SECI model of knowledge sharing was introduced into the problem analysis to construct a model of knowledge sharing and transformation process among various organisations in the university think tank system.It was proposed that parties concerned should adhere to synergistic development and build a“creation field”for knowledge sharing and exchange,so as to achieve the interconnection of data,talents,technologies,resources and other elements by stimulating the initiation field,activating the dialogue field,perfecting the systematic field and expanding the practice field.Consultation and research teams should be cultivated by means of innovative incentive mechanisms.The organisational mechanism of“think tank+university+industry”should be smoothed with knowledge flow and value added as the core.Knowledge creation and value added sharing should be fulfilled with a focus on sound working chains.A batch of university think tanks with localised characteristics should be built in order to produce intellectual works that will influence the government’s decision making and social development.
