摘　　要：随着新一轮科技革命和产业变革的深入发展,数字经济与制造业的融合成为推动产业升级的关键力量。其中的理论:“技术-经济范式”是技术创新对宏观、微观经济结构和运作模式重塑后产生的经济格局,它揭示数字经济赋能制造业转型升级历经“技术体系-经济结构-社会制度”的演化过程。美国推行的数字经济相关政策虽有着鲜明特色,政策关注点与他国有所差异,但本质上均是遵循“技术-经济范式”的演化逻辑,围绕数字化顶层设计、数字化技术发展、数字化人才培训与培养、数字化协同创新、数字化生态系统,旨在驱动企业演化、产业演化、经济系统演化,最终实现制造业数字化的转型升级。在中国制造业当前所面临的挑战下,通过数字经济赋能制造业转型,应从加强顶层设计和政策体系、完善技术创新与标准建设、加强数字化人才支撑、全方位推动协同创新、建设制造业企业梯队等方面努力。As the new round of technological revolution and industrial transformation deepens,the integration of the digital economy and manufacturing has become a key force in driving industrial upgrading.The theoretical framework known as the“techno-economic paradigm”refers to the economic patterns that emerge after technological innovation reshapes the macro and microeconomic structures and operational models.It reveals the evolutionary process through which the digital economy empowers the transformation and upgrading of manufacturing,spanning the stages of“technological system-economic structure-social institution.”Although the focus of U.S.policies related to the digital economy may differ,they essentially adhere to the evolutionary logic of the“Techno-Economic Paradigm.”These policies revolve around digital top-level design,digital technology development,digital talent training and cultivation,digital collaborative innovation,and the digital ecosystem.The ultimate goal is to drive the evolution of enterprises,industries,and economic systems,thereby achieving the digital transformation and upgrading of the manufacturing sector.In light of the current challenges faced by Chinas manufacturing industry,efforts to empower manufacturing transformation through the digital economy should focus on strengthening top-level design and policy frameworks,enhancing technological innovation and standards development,bolstering digital talent support,promoting collaborative innovation in all aspects,and building a hierarchy of manufacturing enterprises.
