治理式团结:一种国家与社会关系的新理解——基于WK公益基金会的案例研究

摘　　要：本文试图为“强国家强社会”的“双强”格局下国家与社会关系提供新的理解。基于国内环境治理领域的拔尖环保社会组织WK公益基金会的案例研究,本文提出了“治理式团结”的概念,并分析了“治理式团结”的生成过程。“治理式团结”以制度环境条件、组织资源条件作为生成基础,以行动深耕与公众倡导、治理网络互嵌与政策企业家形成以及结构势能的转化与传递作为具体的生成路径。“治理式团结”打破了现有研究中隐藏的社会组织被资源约束的前置假设,丰富了对于国家与社会关系的进一步想象。同时,“治理式团结”也揭示出社会组织可以依靠自身的资源禀赋与专业化能力吸引政府主动与其展开合作,反向为政府输送资源,深化了对于社会组织作用空间的理解,为进一步推动社会治理格局的完善提供理论与经验借鉴。This paper attempts to provide a new understanding of the relationship between the state and social organizations under the“double-strength”pattern of“strong state and strong society”.Based on the case study of W Public Welfare Foundation,a leading environmental social organization in the field of environmental governance in China,this paper proposes the concept of“Governed solidarity”and analyzes the process of generating“Governed solidarity”.The concept of“Governed solidarity”is based on the conditions of institutional environment and organizational resources,and the specific paths of generation include deep cultivation of actions and public advocacy,interlocking of governance networks and formation of policy entrepreneurs,as well as the transformation and transmission of structural potential energy.“Governed solidarity”breaks the hidden assumption of resource constraints on social organizations,and enriches the further imagination of the relationship between the state and society.At the same time,“Governed solidarity”also reveals that social organizations can rely on their own resource endowment and professionalization to attract the government to cooperate with them on its own initiative,and inversely channel resources to the government,deepening the understanding of the role of social organizations,and providing theoretical and empirical references for further promoting the improvement of the pattern of social governance.
