摘  要:复苏河湖生态环境是推动新阶段水利高质量发展和全面推进美丽中国建设的关键路径。基于对河湖生态环境演变趋势及复苏理论发展趋势的分析,提出渐进式生态修复理论框架和河湖复苏技术体系。渐进式生态修复理论充分考虑流域生态系统退化的历史背景和现实状况,强调分阶段、分步骤、因地制宜实施环境治理、生态修复、自然恢复的治理模式,具有“分类施策、目标导向、系统治理、持续监测”四大特征,循序渐进地修复受损生态系统。在渐进式生态修复理论的指导下,研发了“动态补水-植生护岸-原位除藻”核心环境治理技术,发明了基于土著微生物的河湖生态修复技术,为永定河、茅洲河等河流生态环境复苏提供了理论和技术支撑。Ecological recovery of rivers and lakes is essential for promoting high-quality development in water conservancy and advancing the Beautiful China initiative.Based on an of analysis of the trends in river and lake ecological evolution and the theoretical advancements in ecological recovery,this study proposes a framework for stepwise ecological restoration and a technical system for river and lake recovery.The stepwise ecological restoration theory fully considers the historical degradation and current conditions of watershed ecosystems,advocating for an incremental,phased,and location-specific approach to environmental management,ecological restoration,and natural recovery.This approach is characterized by four main features of“tailored solutions,goal orientation,systematic governance,and continuous monitoring”,to progressively restore degraded ecosystems.Guided by the stepwise ecological restoration theory,key environmental restoration technologies have been developed,including“dynamic water replenishment-vegetative bank protection-insitu algae removal”and indigenous microorganism-based ecological restoration methods.These techniques provide theoretical and technical support for the ecological recovery of rivers such as the Yongding River and the Maozhou River.
