摘  要:1979年10月,美国联邦教育部正式成立,开启了联邦干预教育的新时代。然而,自提出成立联邦教育部的立法提案开始,呼吁裁撤该部门的声音便从未停止。尽管联邦政府教育权的扩张已经在相当范围内达成了共识,社会对联邦教育部的接受度不断上升,但由于美国独特的政治体制和教育分权传统,人们对联邦政府干预教育的合法性和合理性充满了质疑。自联邦教育部成立以来,其角色和地位不断变化,这些质疑和变化是深入理解美国教育的一个重要窗口。In October 1979,the United States Department of Education was officially established,ushering in a new era of federal intervention in education.However,since its inception,there has been skepticism and calls for abolishing the department.Despite the consensus regarding the expansion of federal right in education and the increasing acceptance of the department.Due to the unique political system and educational decentralization tradition in the United States,people were full of doubts about the legitimacy and rationality of the federal intervention in education.Since the foundation of the department,its role and status have been constantly changing.These questions and changes are an important window to deeply understand American education.
