摘 要:基因驱动技术在控制生物媒介、预防疾病传播等公共卫生领域中展现出巨大的应用潜力。然而,其可能引发的生物恐怖威胁问题、技术开发成本与风险承担的公平性问题以及援助问题的重新定向等伦理议题同样需要我们重视。为更好地规范该技术在公共卫生领域的使用和推广,相关开发者、使用者、管理者需要共同建立跨行业多主体风险评估机制,统一、透明、高效的跨国监管体系以及面向社区和利益攸关方的公众参与机制。在推广该技术时,应确保风险评估的透明度和公众参与,制定合理的监管政策,以确保技术的安全、有效和公平应用。Gene drive technology has shown great potential for application in public health fields such as controlling biological vectors and preventing disease transmission.However,ethical issues such as the threat of bioterrorism,the fairness of the cost and risk-taking of technology development,and the redirection of aid also are worthy of attention.In order to better regulate the use and promotion of this technology in the field of public health,relevant developers,users,and managers need to jointly establish a multi-sectoral and multi-stakeholder risk assessment mechanism,a unified,transparent and efficient transnational regulatory system,and a public participation mechanism for communities and stakeholders.In promoting the technology,transparency and public participation in risk assessment should be prioritized,and sound regulatory policies should be developed to ensure the safe,effective and equitable application of the technology.
