职教本科分类招生制度改革的爱尔兰经验及借鉴——以理工学院为例

摘　　要：爱尔兰理工学院招生制度改革有利于平衡与国立大学的招生竞争,既满足了人力资源市场上劳动力“回炉重造”的需求,又满足了技能型人才终生发展的需要。为了提升人才选拔质量,爱尔兰理工学院实行证书和考试“互补型”的入学凭证,采用“阶梯式”的录取办法并构建了“三位一体”的招生机构。我国应用型高校人才选拔制度也要协同国家资格框架建设,引导学生因需入学;根据考生的教育背景,探索最优资格录取;平衡招考主客体的权责利,形成招考分离体系。The reform of the Irish Institute of Technology admissions system is conducive to balancing the competition with the national university admissions,meeting the needs of the workforce in the human resource market for“re-education”and the need for lifelong development of skilled personnel.In order to improve the quality of talent selection,the Irish Institute of Technology has implemented a“complementary”credential of certificates and examinations,adopted a“ladder”approach to admissions and formed a“trinity”of The admissions system of Irish Institute of Technology is a“three-in-one”system.In the transformation of China’s applied colleges and universities,the talent selection system should also cooperate with the construction of national qualification framework,guiding students to enroll in schools according to their needs;exploring the optimal qualifications for admission according to the educational background of candidates;balancing the rights,responsibilities and benefits of the subjects and clients of recruitment and examination,and forming a system of separation of recruitment and examination.
