摘　　要：山西省为了提高区域科技创新能力、完善科技产业政策,于2016年启动的科技创新券政策经过几年实施,目前已进入深化探索期。从运作机制、政府机构与职责、服务对象与适用范围、发放与兑现流程、监管措施等方面分析山西省科技创新券的管理模式,总结科技创新券政策实施以来山西省在提高政府科技资金使用效率、引入政府科技资源分配新模式、平衡政府科技资源分配格局、减小中小微企业创新资金压力、促进产研结合方面的成效,并针对实施过程中发现的问题,从科技创新券政策宣传与解读、创新结果报告审核、科技创新券兑付周期、科技创新券适用规则、科技服务供需信息匹配、高校教师参与积极性6个方面具体分析原因,进而提出相应的对策建议,旨在进一步优化山西省科技创新券的实施效果,促进区域的科技创新发展。To enhance regional technological innovation capacity and optimize science and technology industry policies,Shanxi Province launched the technology innovation voucher policy in 2016.After several years of implementation,the policy has entered an advanced phase focused on evaluation and refinement.This paper examines the management structure of Shanxi's technology innovation voucher policy along several dimensions,including operational mechanisms,governmental agencies and assigned roles,eligible beneficiaries and scope of application,issuance and redemption processes,and regulatory measures.It summarizes the policy's achievements in enhancing the efficiency of government science and technology funding,introducing new models for the allocation of government science and technology resources,balancing the distribution of government science and technology resources,alleviating financial pressure on small and medium-sized enterprises,and fostering collaboration between industry and research.To address challenges identified in the implementation process,the paper examines six underlying factors:the promotion and interpretation of the policy,the review process for innovation result reports,the redemption cycle for the technology innovation voucher,the applicable rules for the technology innovation voucher,the matching of supply and demand information in science and technology services,and the participation motivation of university faculty.Based on this analysis,specific countermeasures and recommendations are proposed to enhance the policy's implementation in Shanxi Province,with the overarching goal of fostering regional technological innovation and growth.
