摘  要:在全球科技与人才竞争态势下,高等教育强国建设规划已成为战略性议题。比较全球发展历程发现,高等教育支撑强国建设大致可分为自下而上、国家主义与多元协同三种模式。这一建设进程既存在从单一主导走向多元协同、从局部卓越走向全面领先、从内部增长走向外部赋能的共性规律,又面临产业升级与人才供需循环体系失灵、科技脱钩与知识生产创新系统固化、理念冲突与高等教育治理风险泛化的共同挑战。为了加快实现中国式现代化,中国需要整体把握高等教育强国的顶层逻辑,从高层次人才自主培养、高水平科技自立自强、国际议程设置能力与全球高等教育治理变革四个方面架构高等教育强国的系统战略框架,从而打破世界强国在教育、科技与人才上的对华封锁。Under the situation of global competition in science and technology and talents,the planning of building a powerful country in higher education has become a strategic issue.Comparing the global development process,it is found that higher education can be roughly divided into three models:bottom-up,nationalism and multi-coordination.This construction process not only has the common law from single dominance to multiple collaboration,from local excellence to comprehensive leadership,from internal growth to external empowerment,but also faces the common challenges of industrial upgrading and talent supply and demand cycle system failure,science and technology decoupling and knowledge production innovation system solidification,concept conflict and higher education governance risk generalization.In order to accelerate the realization of Chinese-style modernization,China needs to grasp the top-level logic of higher education power as a whole,and construct a systematic strategic framework of higher education power from four aspects:high-level talent independent training,high-level scientific and technological self-reliance,international agenda-setting ability and global higher education governance reform,so as to break the blockade of education,science and technology and talents on China among world powers.
