摘  要:建设高质量老年教育服务体系是实施积极应对人口老龄化国家战略的题中之义。老年教育服务体系建设的理论源头包括公共产品理论、公共服务理论和新公共服务理论,政策依据含括公共服务体系建设的政策根基、老年教育高质量发展的政策驱力以及二者的互动耦合。基于理论溯源和政策依据,可将老年教育服务分为基本老年教育服务(纯老年教育服务)、非基本老年教育服务(准老年教育服务)和老年教育生活服务(私人老年教育服务)三种类型。相应地,老年教育服务体系可划分为基本老年教育服务体系、非基本老年教育服务体系和老年教育生活服务体系。基于此,老年教育服务体系建设的基本原则应以服务对象包容性实现服务职能,以服务主体多元性超越公共利益和以服务过程人本性助推高质量教育。未来,老年教育服务体系建设应分层推动老年教育服务供给,积极探索多元主体共建共治,动态监管老年教育服务过程。Building a high quality elderly education service system is essential for implementing the national strategy of actively addressing population aging.The theoretical sources of the construction of the elderly education service system include the theory of public goods,the theory of public services,and the theory of new public services.The policy basis includes the policy foundation of the construction of the public service system,the policy driving force for the high quality development of elderly education,and the interaction and coupling between them.Based on theoretical tracing and policy basis,the elderly education services can be divided into three types:the basic elderly education services(pure elderly education services),non-basic elderly education services(quasi elderly education services),and elderly education life services(private elderly education services).Correspondingly,the elderly education service system can be divided into basic elderly education service system,non-basic elderly education service system,and elderly education life service system.Based on this,the basic principles of the construction of the elderly education service system should be based on the inclusiveness of service objects to achieve service functions,transcending public interests with the diversity of service subjects,and promoting high quality education with the human nature of the service process.In the future,the construction of the elderly education service system should promote the supply of elderly education services in a layered manner,actively explore the co-construction and co-governance of multiple subjects,and dynamically supervise the process of elderly education services.
