中国式现代化进程中民族地区社会组织自我发展能力提升的创新路径  

A Study on the Innovation Paths for Enhancing Self-development Capacity of Social Organizations in Ethnic Areas in the Process of Chinese Path to Modernization

摘　　要：社会组织能够有效应对并解决政府职能和市场范围之外的各种难题,发挥着“润滑剂”的功能,对促进民族地区协调发展、缩小发展差距有着不可替代的重要作用。基于统计数据对比发现,民族地区社会组织的单位总数逐年增加,年均增长率低于全国平均水平;职工人数逐年减少,占全国的比重呈下降趋势;职工的职业素养稳步提高,职业资格证书取得率高于全国水平;固定资产、收入和费用支出稳定增长,各自的增速明显快于全国平均水平。实证分析表明,民族地区社会组织的自我发展能力偏弱,提升空间较大。目前民族地区提升社会组织自我发展能力主要面临法律制度供给不足、造血功能弱、人才短缺严重、公信力不足、支持氛围不浓五大困境,应分别采取措施加以完善,以增强民族地区社会组织的自我发展能力,促进民族地区共同繁荣和谐发展,助推中华民族共同体建设。Social organizations can effectively respond to and solve various problems beyond the scope of government and market functions,playing an irreplaceable role as“lubricant”in promoting the coordinated development of ethnic areas and narrowing the development gap.Based on the comparison of statistical data,it is found out that the total number of social organizations in ethnic areas has been increasing year by year,but the average annual growth rate is lower than the national average;the number of employees has been decreasing year by year,and its proportion in the country is declining;the professional competence of employees has been steadily improved,and the rate of obtaining vocational qualification certificates is faster than the national level;fixed assets,income,and expenses have grown steadily,with their respective growth rates being significantly faster than the national average.It shows by empirical analysis that the self-development capacity of social organizations in ethnic areas is relatively weak,and there is ample room for improvement.At present,there are mainly five major challenges,namely,legal protection,resource allocation,professional talent,credibility,and social environment,to improve the self-development ability of social organizations in ethnic regions.Measures should be taken to improve them respectively,in order to enhance the self-development capacity of social organizations in ethnic areas,promote the common prosperity and harmonious development of ethnic regions,and facilitate the construction of community for the Chinese nation.
