摘　　要：人才是创新驱动的核心,对推动科技进步、经济发展至关重要。为研究世界主要国家的人才竞争力水平,在深刻领会习近平总书记关于科技创新和科技人才的重要论述精神基础上,文章选取国际人才竞争力评估研究领域具有影响力和代表性的7篇报告,从报告特点和指标设计考量深入分析,并归纳各报告在评估研究方面存在的普遍共性,以充分借鉴吸收各报告的指标维度设计理念,并结合中国人才资源特点,设计构建了包括人才资源、人才投入、人才产出和人才环境四个评估维度,以期为后续世界人才竞争力评估研究提供理论支撑。Talent is the core of innovation-driven development and is crucial for promoting technological progress and economic development.The essence of international competition is talent competition,and talent competitiveness is an important indicator to measure whether a country is a talent-strong nation.The objective is to examine the level of talent competitiveness in major countries globally,and based on a profound understanding of the spirit of General Secretary Xi Jinping's important expositions on technological innovation and technological talent,this article selects seven influential and representative reports in the field of international talent competitiveness assessment research.It conducts an in-depth analysis of the reports from the aspects of assessment objects,assessment purposes,characteristics of indicator design,and indicator dimensions,and summarizes the commonalities that exist in the assessment research of each report.This is done to fully draw on and absorb the design concepts of the indicator dimensions from various reports,and combine them with the characteristics of China's talent resources to design and construct an indicator system that includes talent resources,talent investment,talent output,and talent environment.The objective is to provide theoretical support for further research on evaluating the competitiveness of global talent.
