高等教育国际话语权的时空演变与中国行动方略--基于世界大学排名的数据分析

摘　　要：高等教育国际话语权是中国国际话语权的重要组成部分,提高高等教育国际话语权既是历史使命,也是时代责任。基于对四种世界大学排行榜中的前500名大学进行数据分析,构建地理集中指数和高等教育国际话语权指数,从历时态变迁与共时态演变两个维度看,高等教育国际话语权虽高度集中于传统高等教育中心群,但逐渐呈现多中心分布的趋势;欧美等高等教育发达国家的高等教育国际话语权虽显著提高,但其整体呈现减弱趋势;中国高等教育国际话语权虽较弱,但整体呈现增强趋势。高等教育国际话语权具有动态生成性、发展渐进性、不确定性的特征。因此,要保持争取中国高等教育国际话语权的战略自信与战略定力;做好争取中国高等教育国际话语权的顶层设计与战略谋划;夯实争取中国高等教育国际话语权的国内根基。The international discourse power in higher education is an important part of China’s international discourse power,and improving the international discourse power in higher education is both a historical mission and a responsibility of the times.Based on data analysis of the top 500 universities in four world university rankings,this paper constructs a geographic concentration index and an index of the international discourse power in higher education.From the two dimensions of historical change and co-temporal evolution,the international discourse power in higher education is highly concentrated in the traditional center group,but gradually shows the trend of polycentric distribution.The international discourse power in higher education in developed countries of higher education,such as Europe and the United States,is notable,but shows a declining trend as a whole.China’s discourse power in higher education is weaker,but shows an overall trend of enhancement.The international discourse power in higher education is characterized by dynamic generation,progressiveness and uncertainty.Therefore,to strive for China’s international discourse power in higher education,it is necessary to have strategic self-confidence and strategic determination,to improve the top-level design and strategic planning,and to consolidate the domestic foundation.
