西部地区文化数字化发展的理论逻辑、现实问题与治理路径

摘　　要：西部地区文化产业发展相较东部较为落后,制约了数字技术的广泛应用。“十四五”期间,中央高度重视文化数字化发展,为西部地区文化产业转型带来契机。文章从消费文化产品的机会成本、文化产品多样性、文化产品生产提质增效和文化资源有效保护等四个角度阐述了数字技术赋能文化发展的内在逻辑,发现数字技术应用可以有效降低消费者消费文化产品的机会成本,满足消费者的多样化产品需求,提高文化产品的质量和生产效率,并且可以有效保护文化资源。文化数字化发展机遇与风险并存,数字平台算法以及生成式人工智能等技术的应用不仅会抑制文化产品的多样性,亦有可能削弱文化产品背后的人文价值;数字经济新业态中的隐私安全和知识产权保护也成为发展文化数字化过程中应当关注的关键问题。基于此,通过统筹西部地区文化数字化发展的经济效益和社会效益、加大数字基础设施建设力度、壮大文化数字化人才队伍、加强文化数字化发展的制度设计等方面为西部地区更好进行文化数字化建设提供政策建议,以期为推动西部地区文化数字化技术推广与应用提供经验和理论借鉴。The culture industry play an important role in development of Chinese economy this year than before.The consuming of culture production had higher position in Chinese daily life.However,the development of culture industry in western regions is deficient so that western regions’culture industry needs transformation.In“14th Five-Year Plan”,the central government has placed a high emphasis on the cultural digitalization,which brings opportunities for the transformation of western regions’culture industry.This research gives the internal logic of how digital technology empowers the development of culture industry through four points:the opportunity cost of consuming culture production,the culture production diversity,the improvement of product efficiency and quality of culture production and the protection of culture resources and finds that the application of digital technology can decrease the opportunity cost of consuming culture production,satisfying consumers’diverse demand,improve the quality of production and product efficiency and protect the culture resources.Also,the cultural digitalization can also bring risk to the development of culture industry.This research finds that the application of algorithm and generative AI not only hinds the culture production diversity,but also dilutes the social value embodied in culture production.Also,the data privacy,data security and digital intellectual property protection are key questions which should be paid more attention during the development of cultural digitalization.Based on this analysis,this research gives the policy suggestions of the development of western regions’culture industry from following points,focusing on both the social benefit and economic benefit of the development of cultural digitalization,bolstering the support of digital infrastructure building,focusing on the development of digital human resources,improving the institutional design about cultural digitalization.
