摘　　要：在高质量发展背景下,城市建设从增量扩张转向存量优化,面对历史地段的机能老化,文化遗产保护的核心要旨从聚焦物质增长转向关注人性深度和人文厚度。公共性是社会和谐的前提条件,研究借鉴其理论框架,分析广州历史文化名城保护过程中参与者的演化特征,发现不同阶段文化遗产公共性表现出权力型、权限型、权威型和多元型的特点,揭示影响文化遗产公共性文化管理的政策导向和文化价值的问题导向,搭建政府、专家、公众三位一体的逐级平衡路径。最后,提出均衡利益分配,激活多元型公共性;规范参与机制,巩固权威型公共性;完善管理闭环,强化权限型公共性;建立水平交互,统筹权力型公共性的制度建议。In the context of high-quality development,as urban and rural development shifts from incremental expansion to inventory optimization,faced with the functional aging of historical and cultural areas,the core thrust of cultural heritage protection has gradually shifted from being obsessed with material growth to focusing on the depth and thickness of humanity.Publicness being a prerequisite for social harmony,this study draws on its theoretical framework to analyze the evolution characteristics of participants in the protection of Guangzhou,a historical and cultural city.It is found that the publicness of cultural heritage at different stages shows various characteristics of power-oriented type,competence type,authoritative type and pluralistic type.It reveals two orientations that affect the publicness of cultural heritage:the policy orientation of cultural management and the problem orientation of cultural value.It also attempts to build a levelby-level balance path integrating the government,experts and the public.Finally,suggestions for institutional are put forward including the balanced distribution of benefits to activate pluralistic publicness,standardized participation mechanism and consolidated authoritative publicness,the perfection of the closed loop of management to strengthen the competence publicness,the establishment of horizontal interaction,and the coordination of power-oriented publicness.
