摘  要:为了推进大型仪器开放共享管理水平,提高资源配置决策能力,有效开展大型仪器绩效评价,建立了TOPSIS和灰色关联度法的高校仪器绩效评价。通过选择合适的偏好程度,根据模型计算,得出评价对象的优劣排序,并从服务拓展、购买论证、收费管理、考核激励、资源整合等方面给出提高大型仪器开放共享管理的对策建议。并以某高校大型仪器管理改革为案例进行分析,结果表明,应用该绩效评价体系构建的大型仪器开放共享管理体系客观有效,对其他高校大型仪器的绩效评价具有一定的参考价值。In order to improve the open and shared management of large-scale instruments,and promote the decision-making ability of resource allocation,and effectively carry out the performance evaluation of large-scale instruments,the performance evaluation of instuments in universities based on TOPSIS and gray correlation method is established.By selecting the appropriate degree of preference,decision-maker can use the model to obtain the ranking of the advantages and disadvantages of the evaluation objects.The model can give countermeasures and suggestions to improve the large-scale open and shared management from the aspects of service expansion,purchase demonstration,fee management,assessment and incentive,and resource integration.Based on the management analysis of large-scale instruments in a university,the results show that the open and shared management system of large-scale instruments constructed by the performance evaluation system is objective and effective,it can better promote the performance evaluation and appraisal work.It has certain reference value,for the performance evaluation of large-scale instruments in other universities.
