中国公共外交的学术研究理路与学科建设进路

摘　　要：公共外交触发于冷战揭幕之初,勃兴于冷战结束以后,蜕变于新兴时代伊始。唯有充分把握公共外交理念的历史脉络与现实观照,才能精确审视当前公共外交学术研究状况并科学把握未来公共外交学科建设方向。从学科边界来看,公共外交初兴之际适逢多学科交叉融汇的历史机遇,整体研究现状已经进入一个较长的“平台期”;从逻辑理路来看,公共外交研究面临着理论根基先天不足的尴尬境况,中外研究者们努力从不同学科理论视角去寻找适当的契合点。就公共外交学科建设的顶层战略思维而言,其站位必须始终牢牢紧贴中国发展的时代需求,依托并彰显国家的战略意志;就公共外交学科建设的底层实践进路而言,其步调必须严格遵从学科发展的基本规律,不跟风、不盲动,宜多从实处着手作调查研究。Public diplomacy was triggered at the beginning of the Cold War,flourished after the end of the Cold War,and transformed since the threshold of the emerging era.Only by fully understanding the historical evolution and practical reflection of the concept of public diplomacy can we accurately examine the current academic research status of public diplomacy and scientifically grasp the future direction of public diplomacy discipline construction.From the perspective of disciplinary boundaries,the emergence of public diplomacy coincides with the historical opportunity of interdisciplinary integration,and the overall research status has entered a relatively stable“platform period”;from the perspective of logical research path,the study of public diplomacy is facing an awkward situation of“inherent deficiencies”in theoretical foundations.Chinese and foreign researchers are striving to find appropriate“convergence points”from different disciplinary theoretical dimensions.As for the top-level strategic thinking of public diplomacy discipline construction,its stance must always firmly adhere to the diverse needs of China’s development stages,rely on and demonstrate the country’s strategic will;as for the underlying practical approach of public diplomacy discipline construction,its pace must strictly follow the basic laws of discipline development,and it is advisable to conduct investigations and research based on actual situations rather than blindly following the trend.
