数字营商环境优化的影响因素及驱动路径——基于31个省份数据的实证研究

摘　　要：数字营商环境对激活市场、释放经济潜力至关重要。本研究基于生态系统理论、数字治理理论与资源依赖理论,构建了“数字制度-数字资源-数字能力”分析框架。通过对全国31个省份数据的定性比较分析发现:政务数据治理能力是重要影响因素;数字法治、普惠金融、技术创新的不足是发展瓶颈;数字法治与数字人力资源可以协同作用;数字经济政策关注度不能直接促进数字营商环境优化;优化数字营商环境存在多条有效驱动路径,包括“技术创新型”“法治-人力资源型”“法治-人力资源-技术创新型”与“法治-金融-治理型”。因此,我国数字营商环境优化需发挥数字制度、资源与能力各要素的耦合协同效应;协同发展数字法治与数字人力资源;鼓励金融创新;确保政策落地生效。With the rise of the digital economy,the digital business environment is essential to activate the market and unleash the economic potential.Based on ecosystem theory,digital governance theory and resource dependence theory,this study constructs an analytical framework of"digital institution-digital resource-digital capability".Through the qualitative comparative analysis of the data of 31 provincial-level administrative regions in China,it is found that the ability of government data governance is an impor⁃tant influencing factor;the lacking of digital rule of law,inclusive finance,and technological innovation capabilities are the bottle⁃necks of development;digital rule of law and digital human resources can work synergistically;the attention of digital economy poli⁃cies cannot directly promote the optimization of the digital business environment;there are multiple effective driving pathsto opti⁃mize the digital business environment,including"technological innovation"driven,"law-human resources"driven,"law-human resources-technological innovation"driven,and"law-finance-governance"driven.Therefore,the optimization of China's digital business environment needs to give full play to the coupling and synergistic effects of digital institutions,resources and capabili⁃ties;there is a need for coordinated development of digital rule of law and digital human resources;encourage financial innovation;ensure that the policy is implemented and effective.
