贵广高铁提质改造工程建设管理模式研究

摘　　要：贵广铁路提质改造对于促进沿线经济发展、保障行车安全具有重要意义。我国尚未有将运营线路由250km/h提速至300km/h及以上的建设管理经验。从达标工程、提质工程和病害整治工程三个方面总结了贵广铁路提质改造的主要内容,指出其存在施工难度大、管理难度大、安全压力大等难点。指出了传统的高速铁路建设管理模式在贵广铁路提质改造工程中的不适应性。从接收单位全面介入、组建工作专班、施工单位选择、安全管控等方面提出了贵广铁路提质改造工程管理模式的创新点。研究成果可为后续高速铁路提速工程提供经验借鉴。The upgrading of the Guiyang-Guangzhou railway helps to promote the implementation of the Western Development Strategy in the new era and the rapid development of the economy in Guizhou Province.Meanwhile,due to the complex geological conditions and many external hidden dangers involved in the Guiyang-Guangzhou railway,it is of great practical significance to carry out the upgrading project from the perspective of improving traffic safety.In order to better carry out the upgrading project,this paper studies its construction management model.This paper first introduces the background of the Guiyang-Guangzhou railway and the significance of implementing the upgrading project,and then discusses the main contents of the upgrading project and the difficulties of construction management.Due to the particularity of this upgrading project,the traditional construction management model led by the construction party is no longer applicable.To study its new construction management model,the following parts of the paper first carry out adaptability analysis on several existing management models,and then analyze the innovation of the management model of the Guiyang-Guangzhou railway upgrading project from six aspects:full participation of the receiving unit in management,establishment of specialized working institutions,reasonable determination of construction units,reasonable determination of construction period,layer-by-layer establishment of databases for safety control,and quality management.Finally,its advantages are summarized.By adopting this management model,the upgrading project of the Guiyang-Guangzhou railway has achieved significant compression of the construction period,strong guarantee of construction and operation safety,and reliable engineering quality.
