深化科研“放管服”背景下的高校科研经费管理:以D大学的改革模式为例

摘　　要：在深化科研“放管服”背景下,改革“最后一公里”问题在高校中尤其是地方高校中普遍存在,对改革成效产生深远影响。研究高校科研经费管理改革模式,有利于解决好改革“最后一公里”问题,具有重要的现实意义。本文以D大学为例,首先介绍D大学科研经费管理改革框架,其次全面总结D大学科研经费管理改革重点举措,进而探索科研经费管理改革模式,以期为高校科研经费管理改革提供有益参考。In the context of further implementing the policy of the“Streamlining Administration and Servicing”for the scientific research,the problem of“The Last Kilometer”of reform is common in colleges and universities,especially in local colleges and universities.This will have a profound impact on the effectiveness of the reform.The research on the reform mode of scientific research funds management in universities is helpful to solve the problem of“The Last Kilometer”of the reform.It has practical implications.This article takes D University as an example.Firstly,it introduces the reform framework of scientific research funds management in D University.Secondly,it comprehensively summarizes the key measures of D University’s scientific research funds management reform.At last,it explores the reform mode of scientific research funds management.It is expected to provide useful reference for the reform of scientific research funds management in colleges and universities.
