摘 要:构建一套科学合理的人才工作评价指标体系是推动人才工作高质量发展的重要举措,也是加强和改进新时代人才工作的重要抓手。本文以党和国家实施高质量发展战略、人才强国战略及气象高质量发展为背景,在系统梳理国内外相关研究成果的基础上,对气象人才高质量发展的内涵及其内容进行分析界定,通过关键指标法进行具体指标分解,结合调查研究,运用德尔菲法确定每个评价指标的权重系数,构建了气象人才高质量发展评价指标体系。通过指标体系的实际应用,发现了气象人才发展中存在的问题,并就推进气象人才高质量发展提出相关建议。Constructing a scientific and reasonable evaluation index system for talent work is an important measure to promote the high-quality development of talent work,and it is also an important starting point for strengthening and improving talent work in the new era.Based on the implementation of high-quality development strategies,talent power strategies,and high-quality development of meteorology by the Party and the state,this paper analyzes and defines the connotation of high-quality development of meteorological talents on the basis of systematically sorting out relevant research results.It decomposes specific indicators using the key index method,in conjunction with survey research,uses the Delphi method to determine the weight coefficients of each evaluation index,thereby constructing an evaluation index system for the high-quality development of meteorological talents.The suggestions on how to promote the high-quality development of meteorological talents were given at the end of this thesis through the practical implementation of the guidelines.
