摘　　要：文章系统整理了改革开放以来四川省成都以外20个地市州高等学校发展变化的有关数据,以此为基础,论述了地市州高等教育从精英化到大众化再到普及化的发展历程。2016-2023年这一阶段,是改革开放以来四川省地市州高等教育发展最迅猛的时期,多个地方政府以前所未有的积极性,突破市属省属部属界限,开拓了四川省成都以外其他地市州发展高等教育的新局面,创造了新经验。This paper systematically compiles relevant data on the development and changes of higher education institutions in 20 cities and prefectures of Sichuan Province(excluding Chengdu),since the Reform and Opening-up.Based on these data,it discusses the evolution process of higher education in these cities and prefectures,from elitism to massification and then to popularization.Particularly,it highlights the period from 2016 to 2023 as the most rapid phase of higher education development in Sichuan’s cities and prefectures since the Reform and Opening-up.With unprecedented enthusiasm,multiple local governments have broken through the boundaries of municipal,provincial,and ministerial affiliations,opening up a new era and creating new experiences in the development of higher education in Sichuan’s cities and prefectures beyond Chengdu.
