服务国家战略:俄罗斯教育科学院的角色定位与效能发挥

摘　　要：俄罗斯教育科学院作为俄罗斯教育研究的最高学术机构,兼具了国家教育智库的属性。俄罗斯教育科学院在七十多年的发展历程中,先后经历了“硝烟中创立”“探索中成长”“变革中跨越”“高质量转型”四个发展阶段,扮演了“修复者”“协调者”“引领者”的角色,但其服务于国家教育战略的初心一直未曾改变。21世纪以来,俄罗斯教育科学院通过制定国家教育标准、开发本国教育质量评价工具、探索教师教育发展新路径、承担高层次人才培养四大路向,服务于俄罗斯教育现代化改革。这对我国新型教育智库建设具有的启示是:健全完善政府与智库人才流转机制;培养造就一批教育学术大家;切实加强教育理论与实践的深度融合;加快参与国际教育治理进程。As the top academic institution of educational research in Russia,the Russian Academy of Education is also a national educational think tank.Russian Academy of Education has gone through four stages of development in its more than 70 years of development,namely,namely“,Founded in the Smoke”“Growing in Exploration”“Leapfrogging in Change”“Transformation with High Quality”.It has assumed the role o“f restorer”“coordinator”and“leader”,but its original intention of serving the national education strategy has never changed.In the new century,the Russian Academy of Sciences through the development of national education standards,the development of the country's education quality assessment tools,explore the development of teacher education,high-level training of personnel in the four major ways to serve the reform of the modernization of Russian education,the new education think tanks in China has the following four aspects of revelation:improve and perfect the flow of talent between the government and the think tank mechanism;cultivate a number of educational academics;effectively strengthen the theory and practice of education It has the following insights for China's new education think tanks:improve the mechanism of transferring talents between the government and think tanks;cultivate a group of education academics;effectively strengthen the in-depth integration of education theory and practice;and accelerate the participation in the international education governance process.
