摘  要:在全球化进程中,国家之间的相互依赖程度增强,高等教育领域的国际学生流动趋势明显。加入博洛尼亚进程后,俄罗斯在高等教育领域的国际学生流动日益加速,并形成鲜明特色:在国际学生流入方面,兼顾国际性与区域性,数量呈大规模上升态势;在国际学生流出方面,呈小规模上升趋势且以个体自由流动形式为主。这些特色的形成与俄罗斯政府高效的制度保障密不可分,其出台系列法令纲要,以提供政策保障;同时,进行文凭互认、学分制改革,以提供运行机制保障。从根本上看,俄罗斯政府在支持国际学生流动方面的相关政策举措与本国经济发展诉求、地缘政治影响力提升要求及人才潜力提升需要密切相关。In the process of globalization,the degree of interdependence between countries is increasing,and the trend of international student mobility in the field of higher education is obvious.After joining the Bologna Process,the flow of international students in the field of higher education in Russia has been increasingly accelerated,and has formed distinctive characteristics:in terms of the inflow of international students,both international and regional,the number is on a large scale;In terms of the outflow of international students,it shows a small upward trend and is mainly in the form of individual free flow.The formation of these characteristics is closely related to the efficient institutional guarantee of the Russian government,which issued a series of laws and regulations to provide policy guarantee;At the same time,the mutual recognition of diplomas and credit system reform should be carried out to provide operational mechanism guarantee.Fundamentally speaking,the relevant policy measures of the Russian government in supporting international student mobility are closely related to the demands of the country's economic development,the requirements of enhancing geopolitical influence and the need to enhance talent potential.
