我国青少年体育教育政策衔接的主要类型、共性问题与实现路径

摘　　要：青少年体育教育政策的有效衔接是构建新时代青少年体育教育政策体系的关键。通过文献资料法、逻辑分析法,分析青少年体育教育政策衔接的3种类型:跨层政策衔接、跨域政策衔接、跨时政策衔接。政策有效衔接的共性问题:政策体系的目标离散,政策衔接导向性不足;政策体系的内容割裂,政策衔接联结性不足;政策体系的工具失衡,政策衔接执行性不足;政策体系的资源失衡,政策衔接匹配性不足。政策有效衔接的实现路径:促进关联政策的目标弥合,提高政策衔接的方向性;实现关联政策的内容一致,提高政策衔接的协同性;实现关联政策工具的优化与整合,提高政策系统的治理效能;优化政策资源供给,提高政策执行资源的匹配性。Effective policy cohesion for youth physical education is the key to constructing the youth physical education policy system in the new era.In this paper,through the literature method and logical analysis method,the three types of policy cohesion for youth physical education include cross-layer policy cohesion,cross-domain policy cohesion and cross-temporal policy cohesion.The common problems of effective policy cohesion involve discrete goal of policy system,resulting in insufficient orientation of policy cohesion;fragmented content of policy system,resulting in insufficient linking of policy cohesion;imbalanced instrument of policy system,resulting in insufficient implementation of policy cohesion;and imbalanced resources of policy cohesion,resulting in insufficient matching of policy cohesion.The implementation paths of effective policy cohesion contain that promoting the goal merging of related policies to improve the orientation of policy cohesion;realizing the content consistency of related policies to improve the synergy of policy cohesion;realizing the optimization and integration of related policy instruments to improve the governance efficacy of policy system;and optimizing the supply of policy resources to improve the matching of policy execution resources.
